Chromebook Photo and Video Editing.

The biggest downfall of Chromebooks is in video and photo editing. If you want the best professional photo and video software, you need to use a Mac or Windows computer. When I need to do photo and video editing, I use Adobe Lightroom for photo editing and Cyberlink PowerDirector for video editing on my Windows computer. Let's go over some options that you do have on your Chromebook for photo and video editing.

PHOTO EDITING
OKAY - For the most basic and free photo editor, you can use the photo editor built into the Chrome OS. When you view a photo that you downloaded on the Chromebook, select the pencil icon, and it opens the editor for some basic tools such as rotate, crop, brightness, contrast,

BETTER - For a free web-based photo editing software with more options than the built in editor, use Pixlr Express. If you have access to the Google Play Store for Android apps, use Snapseed (now owned by Google). Has a lot of positive reviews.

BEST - If your Chromebook has access the Google Play Store for Android apps, use the Adobe Photoshop Lightroom CC app for the best overall photo editing experience that you can get on a Chromebook/Android device.

VIDEO EDITING
The Chrome OS does not come with a built-in video editor, so you will have to download apps. There is also no good Chrome Web Store video editor app (that I know of currently). The best video editing experience is through Android apps.

If your Chromebook has access to the Google Play Store for Android apps, use Cyberlink PowerDirector Video Editor app for the best video editing experience. Another good video editor is Kinemaster Pro Video Editor

If you do not have access to the Google Play Store for Android apps, you can use WeVideo, which is a web-based video editor.

OTHER
If you want a Vector graphic design app, the best seems to be Gravit Designer. It's available in the Chrome Web Store and its free.
